It doesn't sound like a PD sequel. Kind of disappointed, but I'm sure the series will be amazing either way!

According to news from the event today, Yuri Kuma Arashi/Penguinbear is about 2 bears who can transform into humans and live in the human world, but only for 365 days.

Synopsis:
Heroine is a platinum blonde girl named 红羽 (Red Feather).
She hate bears, one day ended up saving bears from a truck accident, and wanted to shoot them.
The bears are about double her height.
"This is a fateful encounter" "Forbidden taboo" "Guilt" are some thoughts that haunts her.
Afterwards the bears transformed into “银子”(Silver-ko) and “露露”(Lulu), two pretty human girls, and started living with Red Feather.
"I want to become human soon," such is the bears' wish.

I'm sure this could be a good, entertaining show, but both this new info and what I've heard about the footage that was shown at the event in the first place make it sound like it's going to be full of tacky male gaze -- and I already had some issues with the amount of male gaze in Penguindrum. =/
Of course, there's the chance that the info and footage are exhaggerating some things and it won't necessarily be like that, but I'm still a little wary.

Additionally, is this even superficially related to Nokemono to Hanayome? I couldn't make it too far in that series due to lack of interest, but I remember that Ikuhara wrote for it and it featured a cute girl and a bear. Maybe he's just added bears to his ever-growing list of strange visual themes.

Ikuni appears to still be trying to "balance out" the rosy female gaze he once used in SKU's various BL scenes even after all these years
That said, I'm sure Yuri Bear Storm will still exude girl-relevant feels in abundance ala Penguindrum, though I doubt it can rival SKU's level of uncompromising art-for-art's-sake artistry.

I think Ikuni has officially jump the shark; at least his previous works had some kind of dignity in regards to their Lesbian undertone with the Exception of SKU Adolescence Apocalypse which was step away from becoming full blown Yuri thanks to the lack of nipples and Etc.
I hope to god this is more than fanservice show because if it lack anything that made his previous work great whether it the Compelling cast of characters that are not completely define by their archetype(Anthy and Akio for example), confusing but compelling storytelling that leaves it to the fans to interpret and just really strong writing.

I gotta say I'm kinda agreeing with you.
Ikuhara's body of work outside of SKU really isn't all that glorious storywise. The direction is what he does--and his direction is always fantastic. Penguindrum looked amazing, but psychedelic though it was it didn't quite capture SKU, because that part of SKU that we're all so in love with is the result of a team of people that just clicked together, of which Ikuhara was only one part.
I think, judging by the interviews I've read, that Enokido contributed a lot of the tone that I loved in SKU that's missing in PD, so I almost wonder if I should be following his new work as intensely as we follow Ikuhara's. Ouran High School Host Club was Enokido's work, and despite the reverse-harem premise and overall optimistic storyline, there was that undercurrent of Enokido's...well...darkness, and reflectiveness about people.
I'm keeping an eye out for this and will probably watch it, but Ikuhara does seem to be entering the phase in his career where it doesn't necessarily matter what he does, his name will sell it. I'm not surprised at the yuri premise of the show, but I do think Ikuhara will at least have his own spin on it, perhaps mocking the very fanbase it will draw?

This is absolutely true, but I still really enjoyed Penguindrum. I had my issues with it, which range from taking sexual abuse lightly to being purposely convoluted for no real purpose (sometimes!), but I had a real blast participating in internet forums with other people wildly theorizing and discussing every minute detail of each scene once a week - and that's the kind of community I enjoy in Utena fandom as well. So I was happy, and I'll always like the series.
As for the new show, I feel like it's too early to judge. The promo PV was apparently fairly male-gaze-y, but I'm willing to wait and see if the trailer matches the show, you know?

It's interesting that you say this, because I watched a couple of episodes of that show and dropped it, feeling like it was taking a really dark theme (the real-life Host/Hostess industry) and making cutesy harem jokes of it (for kids!). But this sentence is intriguing and sounds like maybe there's a level I missed by not watching further.

I'm not sure I would be on the look out for Jaws just yet. I love Mawaru Penguindrum as much as I love Utena, I consider both of them to be my absolute favorites. I don't think PD needed to capture SKU, or that was even necessarily what Ikuhara was going for. Of course comparisons were unavoidable, but putting that aside, they're both great series in their own right.
One bad project (which may not actually be bad, since it's not out yet) isn't enough to say a director jumped the shark, imo.
